The city of Ulaanbaatar, despite its relatively small size of occupying only 0.3% of Mongolia's entire territory, has become a significant hub of economic activity and human settlement. The establishment of "New Kharkhorum" city serves as a potential solution to the issues of overpopulation and economic concentration in Ulaanbaatar. The proposed city will promote balanced regional and local development, offer new job opportunities, and prioritize the well-being of both humans and animals in an environmentally sustainable way. IAPA's proposal won the fifth prize in the competition. Our proposal incorporates the principles of the New Garden City. It will be about living in harmony with nature and conserving scarce natural resources as the city population increasingly. This concept we created, is Three-C mode:Core, Connect, Cooperation. In accordance with city functions, these three cores are designated as the administrative center, historic center, and innovative center. The new urban functions, grouping, and layout will revolve around these three cores in an orderly manner, creating a future city that is theme-centric, structurally clear, transportation-efficient, and sustainable for growth.
